Attorney General orders re-arrest of former NSA Koforidua Municipal Director
The former Koforidua Municipal Director of the National Service Authority (NSA), Stephen Kwabena Gyamfi, has been re-arrested by security operatives on the orders of the Attorney General and Minister of Justice, Dr. Dominic Akuritinga Ayine, as part of the ongoing investigation into ghost names on the National Service Scheme (NSS) payroll.
At a press briefing on Friday, June 13, 2025, Dr. Ayine disclosed that the re-arrest was necessary after the discovery of new bank accounts in Gyamfi’s name. These accounts reportedly contain deposits suspected to be proceeds from funds illegally diverted from the NSS payroll.
“I’ve asked that he should be re-arrested because we have discovered some new accounts containing some deposits. He was picked up this morning and is currently undergoing further interrogations,” the Attorney General said.
Stephen Kwabena Gyamfi is one of several former top officials of the NSA accused of being part of a network that caused the state to lose over GH¢548 million by adding non-existent names to the payroll and siphoning off the corresponding salaries.
Dr. Ayine explained that investigations by his office revealed a “criminal enterprise” involving NSA executives, directors, staff, and service providers who collaborated to exploit the system.
“In the 2022/2023 service year, GH¢350,926,977.12 was lost to the state. For the 2023/2024 service year, GH¢32,881,157.07 was lost. In total, GH¢548,333,542.65 was lost to the criminal enterprise perpetrated by these executives, directors, and staff, as well as the service providers in the market,” he stated.
According to him, the fraudulent scheme involved the deliberate creation of ghost names on the payroll system, which were then used to divert public funds for personal benefit.
